points trading, is it worth report ?

Impedezena players talk about trading points at the end of the game.
"4*3=12" then he proceed to let his opponents capture 4 pieces when he could finish the game already.
They were also teaming the whole game.
I just want to know if there are sanctions sometimes against players violating the rules and if it's worth to report or if I should forget such games variations.
At the end he even bragged about letting the other guy win so it's most likely not his first time.
