I assume this was in a club.

The way the mods do it is to mute someone for a time and warn them. If they do it again after the muting is over, mute them for longer.

If that doesn't work, you can ban them.

The language is silly and suggests a child fooling around. Also, are those January 20 dates for his contributions? Why report this now? Is it really an active issue?

If he's actually a player and seems worth simply reprimanding, a reprimand and temporary lockout is appropriate. Otherwise, out. If he repeats after banning, permanent lockout (with NO refund of paid membership).
