That's a new feature in beta as part of the club updates. I think it forces all players in the themed event to use those settings, though I haven't tested it. I also imagine, only those in the beta would see the themes

Found out it's for certain events, mostly staff created ones, and will be able to force board and piece themes for those events and for members that have that setting enabled.

Currently but could support other things as well
After experiencing this today for Clash of Clans or whatever that is when playing the computer, I am glad you can toggle this off/on.
Still hoping for additional themes to pick from, though. One of the things I would most like to see, aesthetically speaking.

there is a glitch in puzzles i'm unable to move pieces. does anyone else have same issue?

No. You might try clearing your browser cache. That said, you should either create a new topic for potential bugs or find a topic with the same issue.
