Strange chess position!
Sort:
White has a rook on f3 protecting the queen
I know..but he can't move the rook..because it's tied up!!

You can never move your king into a square attacked by another piece and pinned pieces still protect/attack squares.

If you were allowed to step in check, your opponent would be as well, and could just capture your king. However, that's not allowed and the king can never move into check or move another piece that exposes the king to check.
