The solution to a problem.

I too suggested a system for "flagging" members a few years ago, something that would reflect their behaviour and attitude. This would be an extension to the current system in place that chess.com uses to ban members.
A simple colour code system would be effective, we have "blue fonts" for friends, eg. why not introduce a colour to enable users to "highlight" or "tag" members that are troublesome, etc, this way users and ourselves can avoid this particular member again.
The more hits that a user accumulates the more sanctions they face at an exponential rate. 3 hits in 1 day should provoke an immediate effect. Chess.com is a haven for free members, non-paying members according to many users on the site, are the types of accounts that cause the most issues, perhaps taking away the privileges such as;
never being allowed to chat in live chess or live chess games,
limit the number of live chess games they can play a week (7 games a week),
limit how many games they can view (1 a day),
restrict their ability to send any requests,
unable to drop notes,
not allowed to view articles,
not allowed to watch any free content,
not allowed to access any of chess.com's databases,
not allowed to write a blog,
post a forum or add comments,
unable to edit their profile,
instant removal from all online chess groups,
unable to join groups,
not allowed to play correspondence chess,
any current rated games they are playing should be cancelled and an auto-resignation should occur (losing points),
the punishment should last maybe 7 whole days where applicable,
or unable to use any other feature intended for V3,
Something along these lines should get the message across with an IP ban (yes, i know it can be over-come).
The flaw to systems like this would be the possibility users abusing this new power, however this feature shouldn't be readily available to everyone. It should be a position that is given to long serving members or members who have played a certain amount of games and paying members to begin with. This is just a suggestion, if anyone has a better one please share.
They should also perhaps consider increasing the duration ability of new members from not being able to speak, in groups, forums, comments section or live game chats.
There is a system in place to indicate a member's activity, the point based system found under your "About Me" section, I don't understand why they haven't designed something for reputation.

All of these ideas sound great, but since you had already made this type of post a while back, I doubt we'll get any time of action.
I like the idea of chess.com v3, and maybe it has an idea to solve this, but why are they making an entire new product when their original wasn't even perfected. It's more like they're giving up and starting from scratch.
Personally I think our ideas sound like a programmer and an algorithm away.
I'm sure many have left because of these negative aspects, I know quite a few actually. I'm sure many more PAYING customers are going to also. Here's a thought, why not let premium or HIGH reputation members "rate" members, i.e. submit a "thumbs down" or "thumbs up" on their behavior. I know Erik loves reddit and this would be a great way to bring some reddit like aspects in.
I really like your idea about exponential consequences though.

I too would give paying members this ability, but also members who have been using this regularly for the past say 3 years minimum with a good reputation. They should perhaps change the way they allocate points for activity, 6 months with chess.com should be the drawing line, until a member has been on chess.com actively particpating in numerous things up to 6 months, only then, till then can a member start accumulating points. When a member does gather a substantial amount of points, they should perhaps be allowed to have the honour of flagging members as well as other little nfity features cdc can squeeze in.
This is subjective I know, but to exclude a large proportion of members who are well behaved and have been loyal to this site it would alienate them.
The alternative to all of this, as many of us have discussed before on live chess, is that V3 strips away live chat including in-gameplay, unless you are friended. (Likely)
*Maybe some of the sanctions should be increased to a year
