Clients don't directly connect. All traffic flows through the live server process, so your opponents don't have your connection information where they could cause you to disconnect. The clocks are also 100% controlled by the server code
Spamming lots of pre moves most certainly has an effect on the other players clock, that's a fact, there should be two tiers those that like pre moving random jumbled up nonsense and those who like bullet

No, the only impact in the clock is that the move transit time doesn't count against a player's clock, if the lag threshold over a series of moves is low enough.

Exactly... they are manipulating the server code... this form of cheating has been going on in just about every multiplayer online game for decades... (think WOT or War Thunder for starters... )
Is the average cheater here i.e. 15-20 yr old American with a profile that say's he from Qatar etc.., using an engine cheating this way... ? Probably not... But if he's learned where to get the code, where to insert it? And ... if a site like this ... who refuses to cite actual stats of the level of cheating going on here, or actual real members (Not bot accounts... thinking Twitter before Musk here) then its a decent bet that they are not checking sync manipulations
It’s server-side, but it also depends on your own connection. If your connection is bad, you will experience latency in your moves.
Also, having a lot of tabs open or streaming/downloading can affect your performance, and therefore your clock.
The cache can also have an impact.
