What does "Violating our Fair Policy" mean?

Over the last three months I have received the following message 3 separate times.
We have detected that one or more of your recent opponents has violated our Fair Play Policy. As compensation for potentially unfair rating losses, we adjusted your following ratings:

Rapid: 1045 + 10 => 1055 
What exactly does this mean? Did one of my opponents use an AI, or is it something else? Also, Is their anyway to know who it was that cheated?
