If you reported one of your previous opponents, you wouldn't probably be aware of what actions were taken.
My previous account had 3000+ games. I know exactly what actions chess.com takes, and I'm saying it isn't enough. Particularly when the toxicity manifests itself on the forums and blogs, rather than in individual games.
