of course, there are IM with 1800 ELO chess
(I had played with one of those 1 time)
But there are also GM with 2500 Elo chess and there are CM with 2500 ELO chess as well, so, defently yes!!!

If you have the time, determination and ability, then you can definitely be a titled player.

I find it quite amusing how many people who join an online chess site and acually bring themselves to believe you can get your online rating up high enough you will become a FM or an I.M or even a G.M sorry but online ratings are only designed as a basic guide to ones chess ability to earn any FIDE rated title you will have join the hard-core of chess, and that's a tough over the chess board world, been down that round when I was younger and it will test and at times make you feel like pulling you hair out as you spend every weekend up and down your chosen home country in old halls and YMCA's fighting for a few hundred pounds prize money in search of a FIDE Title?!!
