Winning players resigning

I recently played a game with one player and was surprised when he offered a draw despite clearly winning the game.

Is this a common occurrence where some players want to artificially keep their rating low?

I dont see any draws in your games?

No idea...I do it all the time.  I play at work and stuff comes up.  If i play at home and have the Dodgers, or Cowboys game on ill resign in a winning positiion if osomething exciting happens.  For me, online chess isnt that important.  

Agree, there can be many reasons... like simply lost interest.  Thought it was unusual considering the time controls were long anyways.  Just wondering if there is any benefit to an artificially low rating.
