But without 16.Ke2, I think 2...g5, pushing for a passed pawn where White's King is absent, looks good, imo.
I figured g5 would be countered by h4. But at least Im not getting, "man, what an idiot.. you blew that game!?" 
hmm, I'm not really an expert, but the a5 move looks off to me. forget about the pieces on the board and looking at just the pawns, you'll that pushing a5 can't get you a passed pawn with giving white two of his own. The plan with the pawns should be a6 and then b5. on the other side of the board, your opponent has a perfectly positioned bishop, so I'd kick him off that space with g5 (a later h4 would give you a passed f pawn, which yes would be hard to convert with opposit colored bishops) so he has to move off the h2-b8 diagonal (which will allow your rook to lurk freely)
Maybe at the 2600 level it's a clear draw, though even of that I would be skeptical. Even GMs blow endgames like this OTB, from both sides. It strikes me as very unclear, especially with the rooks on the board.
I didn't really understand what you were trying to do most of the time. You should be trying to create passed pawns; you have a majority on both sides of the board. I agree with psyduck that I would start with g5 and follow up with h4 as soon as I could.
I don't see how black isn't completely winning at the end here. 16... Kxd4 17. gxh4 Ke4 looks like an easy win.

Let me please thank all of you who took some time to work with me on this game. I actually got alot more out of this then I had expected. Especially thanks to you higher rated players, means alot to a novice like myself. My recent chess breakthrough has been to learn when to be able to rest in a position trusting in my fundamentals and not trying to force tactics. I do feel I should of won this game but was good to hear I didn't blunder too awfully bad. Who knows, there may come a day I think twice about an exchange so as not to be left with off colored bishops.. 
To add to tonydal's stuff -- I think 10.Ke6 is also good enough to win -- as long as you retain a majority on both sides you have good chances.
With that in mind, I think 11...b4+ with 12...Kg5 is still pretty promising for the 2nd player.
I think that was the last chance. After 12.Bxc5 and the queenside pawns are liquidated, the players can go ahead and agree to a draw.
Here is an example of my typical poor endgame play, up two pawns and with interesting enough symmetry. I have read about Bishops color to pawn square, know about advancing the king and have a good understanding of how a rook is supposed to move and not be captured or pined. I am finding myself in often in what should be a won endgame to lose or draw. Where did I go wrong? Perhaps what should of been my train of thought? Your help and I will pray for your continued success in chess!
