Draw by Insufficient Material?

This game was played at chess.com and I was unable to finish because of a "Draw by Insufficient Material". Can someone explain why? I see no reason why I couldn't advance one of these pawns and win the game.

White ran out of time and black has no material to mate

I thought that I would lose when the time ran out, regardeless of black's position. Thanks for the reply. I guess it's one of those rules I'll have to learn. It still kind of sucks for black though.

Knowing the rules would help.  If a player runs out of time, the opposing player wins unless:

 

FIDE - Mate is physically impossible by the person with time.  If even a help mate is possible, he wins.

USCF - The player with time has just a King, a King and one Bishop, a King and one Knight, or a King and Two Knights with the player that ran out of time having no pawns.  If he has at least 1 pawn, the player with the 2 Knights wins regardless of whether or not it's forced.  The only exception to this is if the player with time can demonstrate "forced" checkmate, like the following would be a win for Black:
