Yes, this fortress works even if black didn't have his pawn.
However 9...Qxb3 is actually a win. Even though you'll get opposition, the pawn is too far advanced for it to matter.
instead of "Kb2" it should be "Rd3" at 9th move .

i can force Draw if i play as White when 12. ...., Qd4+
you see i can hit the queen with my rook 13. Rxd4
Black will move 13. ...., Kxd4
and it will result in
14. Kb3, Kc5
15. c3
