Is it possible to promote a pawn that's in a rook row?

A rook pawn endgame is drawn if the opposing king can't get in front of it or force the stronger king in front of it and gain the opposition, preventing the king from leaving the file without giving it up. 

 

So, it depends on the positions of the king's.

Basic rule of thumb: If you can get your king to the two squares to the side of the promotion square (for example, if you’re white and you have a pawn on the a file, it would be b8 and b7) before the opposing king can get there (or, of course, take your pawn), it is a win for the person with the pawn. If not, it is a draw.
