The difference is 1 tempo move. For instance this position is a draw, no matter which side is on move:

I think black has a winning position here as white has to take the king back and black can just push his king and pawn so  black so easily win it

There are many drawn games where one side has an extra pawn.

it is technically impossible to draw if opponent has an extra pawn. unless that pawn is on the h file or the a file.

Let me make it as simple as possible: White has a pawn on e5 and a king on e4. Black has a king on e6. 

According to you, it is "technically impossible  to draw in the opponent has an extra pawn unless the pawn in on the h file or the a file." Please demonstrate you "IM" endgame technique by showing us the win for White. You can choose if it's white or black to move!

Depends on gameplay too, if black is unifamiliar with how to proceed, he might not be able to win the endgame =)

This is an easy win for Black, as with kings at f3 and f5 (and Black to move) he has the move ...f6 and thus he gains the opposition.

And it does not matter which side has the move initially.
