Is this a drawn endgame for black to move and white to move seperately? And if how and why?
With the way the board is set up, white wins if they move first, since promotion is in two moves. Even with black to move first, white promotes too quickly for black to promote.
If you meant the position to be rotated, so the pawns are locked, then with perfect play, it's a draw regardless. Neither king can make progress if there are no mistakes. Kings are currently in opposition and no matter who moves first, opposition can always be maintained.
