Is this a drawn position?

I'm not exactly sure how you're taking on d6 (a dark square) with a light squared bishop as white, @ingenuous.

If anyone has a shot of winning this, its white.
Better King
Passed Pawn
Extra f-Pawn move (tempo)
Black has no pawn moves
1...Ne5, or 1...Nc5 should draw. Chess 101 - keep your pieces active/centralized.
In FancyKnight's 5. Bxd5+ line, 9. Bxf3 (in place of 9. Kxf3) wins for White.
9... Ke5 10. Bc6 (10... h5 11. Bd7) f5 11. Be8 ensure that White will retain the g-pawn.
9...h5 10. Be4 does likewise
9. f5 10. gxf5 Ke5 11. Bg4 h5 12. Ke3! wins.
However, I think 1...Nc5 (not 1...Ne5?) is just good enough to draw.

According to Stockfish 5 after this sequences of moves it results in a draw. Although if any moves are made the differ from this line; the other colour would win. I.E if black played f5 at any time white would win, and Vise Versa.
@yeres30 Black will just ignore an attempt to win with h4 and keep the opposition.
After 11...f4 White can infiltrate with his king. Black can't keep the opposition because White has spare moves with his bishop.

Doesn't look dangerous at all for Black. Either 1...Ne5 or 1...Nc5 should be OK. White can't allow Kc5, and Black can't afford losing the d5 pawn. Something like the line in #17 is a logical follow-up.

Cannot keep the opposition, as with the bishop W can always 'lose' the move. Transits via b3 to e6, the sits and WK moves around the bishop, and B will be driven back. Note the WB on e6 covers c1 queening square, so essentially no danger.
So win for W.
In initial position, WK might also try to move towards b7; rather than defend pawns, support his own pased pawn, and allow the B to do the work from a distance.
I was just wondering, this is a recent game i just played as Black, but i eventually lost because of a mistake i made (Time pressure, sorry) So is this a dead draw? Or was it winning for Black/White?
By the way, Black to move:
