Actually, Shredder's tablebase says there are a number of mates in 12. Kd3 Kd5 Re4 Kc5 Rd4 Kb5 Rc4 Ka5 Kc3 Kb5 Kb3 Ka5 Rb4 Ka6 Ka4 Ka7 Ka5 Ka8 Kb6 Kb8 Rc4 Ka8 Rc8 is one of them.
