If the pawn is a rook pawn, and it's bishop pair and knight, can the queen still draw?

Commonly the Queen side loses. If however it is Q+2N+B+P and the pawn is a "rook pawn"  then the queen side commonly draws. But be careful, there are always exceptions, especially when the pawn is "advanced".
