Is the algebraic notation only for premium/diamond users or can the algebraic notation be used for free users?

What can you mean? All games are recorded and reported with algebraic notation.

Please provide an example of where you have seen non-algebraic notation on the site.

This app for example:

danielaKay

Are you actually asking whether premium/diamond status on chess.com(!) has any influence on the settings available in an entirely different app which has nothing to do with chess.com?

No, but I ask does chess.com record algebraic notations only for premium/diamond users, which would mean that chess.com does not record algebraic notations for those users who have a free account?

yes, and then justbefair asked:
"Please provide an example of where you have seen non-algebraic notation on the site." (my highlight)
with "on the site" clearly meaning "chess.com" and you answered "This app for example:", pointing at the app which has nothing to do with chess.com.

So again: you asked about whether premium/diamond status on chess.com has any influence on the settings, and when people asked you to provide an example of this, you provided an example outside of chess.com.

You can quickly clear up any confusion by showing examples of non-algebraic notations ON CHESS.COM.
