It gives good stable position. And beginner start to think that he knows how to play chess. In reality it’s “stable”. It’s not skill of the beginner who does not have skill by definition.
This effect is overly exaggerated. There is no harm in playing the first 5-6 moves "by book" instead of 2 or zero. The vast majority of the game comes after the opening anyway.
Moreover, the London actually teaches good stuff, the opening principles. It plays in the center, develops the minor pieces and castles. Absolutely nothing wrong with that, quite the opposite.
