Well let's be honest a beginner to someone could be defined differently than another player defines it. For example, I'm a complete beginner to players like Magnus Carlsen, he'd probably ask me if I just learned how to play chess yesterday or something and praise my 1-day improvement after playing me a game. Then I'd say I've played off and on for 29 years and he'd stare at me dumbfounded then ask something like "why do you waste 29 years of your life continuing to move pieces around like a monkey would instead of learning to play properly?" So, in some way, we could all be labelled a beginner by somebody else, right? 
Yes! We are all beginners by somebody else. Even Magnus Carlsen is a beginner to somebody else.

I'd say, 1000 to 1300 is beginner. All below that, get back to 1000 first
