Help with March 1, 2021 Daily Puzzle

I was working through today’s daily puzzle and made it to the final move, and was stumped. The solution is 1. Bg7 Ka2 2. Bxb2 Nf4 3. g7 Ne6 4. g8=R. Can someone help me understand why we would promote to rook and not queen in this instance?
