A 1600 can TRAINED a few months before an expected game with a 2000 under an expert coach. He stop playing for a while in order his rise in chess skills won't reflect in his ratings. When the day comes he plays a 2000, he has better fighting chance.

To beat stronger players you have to “complicate” the position for them.  The more tension and pieces threatening each other makes it harder for them to analyze and increases the odds of a mistake
