How Many Moves Can You Make When The Clock Reads All Zeroes?

I pretty regularly will “time out” even when my click shows one second and I’ve put in a pre-move in Bullet games.

But I also very regularly have players make MULTIPLE moves after their clock shows all zeroes.

In a game I just played, my opponent made EIGHT moves while on my screen it was registering 0:00.

Is this normal? I get that there’s some latency, but right seems fairly excessive.

Is there a minimum amount of time that comes off the clock even if you’ve made a pre-move?

Thanks.

Sorry for the typos, I’m posting from my phone.

Each premove takes 0.1 seconds on chess.com. So it's not actually possible to make moves with 0:00 seconds left. I think it was a connection issue which caused the visual glitch, it made it seem like our opponent chained many moves with no time on the clock
