That is not a "move". It's an "opening", and once these moves are played, it's a "position".

Having a correct Chess slang helps communicating, asking questions people will immediatly understand, and give answers easy to comprehend

It's a good solid opening move, you can do a lot with the knights, once they are out, keep the queen back.
