Curious why endgames like this are immediately drawn?

If I go f3 next move, I feel like I can get a pawn to promote.

The game was drawn due to timeout vs insufficient material.

The game is drawn because it is your opponent (Black) who has insufficient material. Your position with White is winning of course, but you ran out of time. When you run out of time, the game checks the material of your opponent. Because Black only has a king, Black cannot deliver checkmate. Therefore, this game is a draw due to timeout vs insufficient material.
