Insufficient material vs clock

if the black has Q R R and 4 pawn vs white that has only 5 pawns but clock runs out, shouldn't the game be called a draw? what about that insufficient material rule? is that a thing in this case?

I could use the good old RTFM here, but hey. In this context, insufficient essentially means that there is not enough material left for one side to deliver mate, no matter what the opponent does.
