Play 1 Ke1 and then start perpetually checking the black king along the 7th rank: Re7+ Rd7+ Rf7+. If black captures the rook then it is a draw as black does not have any series of legal moves that leads to checkmate otherwise it is a draw by 3 fold repetition.
There are 4 legal moves, and all lead to the same hopelessly drawn position. Nice "puzzle".
