What exactly is the accuracy in chess?

I don't quite get the concept of "accuracy" whilst playing chess. Does getting higher accuracy rate means that I played better than the opponent? The higher you get, the better?

I was curious about this too, and searching the net yielded me the above result. However - while I admit I did not spend more than a couple minutes on this - I could not find how exactly CAPS2 works, what is the formula to determine the accuracy of a move (I assume a -0.1 move is deemed better than -2 move) and how these are aggregated to give an accuracy for the whole game.
Is this also available somewhere?
