Why isn’t elo the same across the board?

First off, I suck at chess. I play for fun, but people that keep walking out or keep stalling aren’t any fun and so I’ve moved on to 2/1 and 3/2. However!
I keep running in to people who have a 300 rating in 3/2 but are mostly between 600 and 1200 in rapid. I can’t win and I’m not having fun. Why isn’t elo the same across games? How is it fair to play 300 range against a true noob while you’re elo and thus your understanding of the game is way higher?

I am 1100 in rapid, and just dropped bellow 700 in bullet. Played 80 odd games last night when tired. Elo is easy to lose and hard to recover. Anyone can play consistently badly for a stretch, but playing consistently well is a challenge. Pleanty of lower rated people able to put together strong tactical combinations. Even a good amount of theory knowledge. Elo is about results from a pool of games and not actual consistent strength. Hence rollercoster graphs of ratings. It self corrects but people are more inconsistent. Tired, angry, under the influence, distracted see a huge drop off. Well rested, calm, alert probably about to tilt the oponent you steamroll over.

Also when it comes to the rating (elo) you are talking about different time controls. I am 1400 in rapid, but when it comes to bullet I am usually around the 600 to 700 range. This large difference is due to since I only have 2 minutes to play all my moves I often lose on time. I will often lose a game when I am completely wining, but when the clock on my timer runs out, then I lose (unless it is one of exception where I get a draw instead). When it comes to rapid time controls I can also think through my moves, and not lose on time. For me to get above 1000 in bullet I would have to be able to checkmate players who may not be nearly as good as me, but are good enough to play moves that force me to play 60 moves in that time frame. Chances are I will either lose on time, or blunder away pieces, and then my advantage goes away.

Wonder what the highest difference is between rapid and bullet is. I am 1100-650 rounding down atm. I played someone that was 1650 and 650 I think. Needless to say I did not win that one. Seems very competative and difficult to get out of the lower ratings range. Just when you think you are playing better you get a super accurate oponent so I get OP frustration.
