You're right, but in most situations, doubled rooks are much more powerful. Of course there are exceptions, but if something is true 90% of the time, I'd consider it true. By the way, doubled pawns have such weak mobility that it would be a mircle if you can get the to the 6th and 7th ranks.

That's somewhat like comparing a rook with a pawn. Rooks are stronger 99% of the time, but in some exceptional situation, the pawn may be on the 7th rank and the rook has no way to stop it. Yes, the side with the pawn will win, but generally, the rook still wins. The same applies here. But yes, I shouldn't have used the word "obviously" in my post.
