No, this position is illegal. The h6 pawn has captured white's G-pawn, so whites g-pawn must've captured SOMETHING on h6, but all black pieces are present.
If only life were that easy. Did you consider the possibility of promotions?

I did. However, the promotion must be to a knight...! Hmmm...interesting. However, black's wall if pawns was untouched until the capture on h6. Black has not lost any of his pawns or pieces, so promotions are impossible.
White need not start with promoting. He can sacrifice a piece on h6 and revive it by promoting next.
Obviously possible.
Edit: I notice @dax00 already did it, but this saves a move.
I apologise in advance if anyone, especially experienced solvers, pukes after witnessing my terrible puzzles.
#2222 was brilliant.
At first, I thought that all 4 castlings are possible in puzzle #2, but then experienced issues trying to get the knight back to its proper position.
You can make 2 puzzles from that one. Puzzle A: white can still 0-0. Puzzle B: black can still 0-0. They are both legal!
Better even with this diagram:
Super easy puzzle.
