Re-castling it is a one time Reward possibility Castle back, if you doesn't moved your King and Rook after Castle, and the move is possible, that it is mean, that there are no Check at that moment to your King, and the way is clear on the road for your King all squares not under attack...
FIDE gonna approve that New Rule on the next Urgent Meeting under possible Treat to Boycott a corrupted and outdated FIDE...
