What exactly do you mean by "better"? With 2 perfect chess players, it would be a draw every time, whether they played e4 or d4. But statistically d4 is better, both at winning and not losing.

People know opening theory for e4 but not d4. That’s why white wins more.
Nc3 is better than e4.
