I get it all the time when facing higher level opposition and they are losing badly. It's a great tactic for a higher rated player to offer a draw in a lost position when it's still complicated - scare tactic on lower rated players, but once you are blatantly lost, shut up and take the loss, don't be offering lame draws!
Many higher rated players are arrogant. Even over the board, I've heard higher players claim that it is wrong for a lower rated player to offer a draw (in a legit position to offer a draw, not a lost position). That's also BS. I don't show more or less respect due to my opponent's rating. You get nothing extra for being 2200 compared to being 1500 as far as I'm concerned!
There are jerks at every rating level... Hikaru was a well known jerk for many years (he's mellowed with age).
That said, I do think the trend is less jerk-iness at higher ratings.

I never said offering a draw is only done by morons. Take the two positions below. The first one, go ahead and offer a draw. I might take it, I might not. Offer a draw in the second position (Down 4 minors for a Rook and 2 pawns with no hope of promoting and your King under massive attack and a 1000 player could be Carlsen) and you are a jacka$$! (Assumption is you are Black in both positions, and in both cases, Black is down material.)

One of many times I've gotten frivilious draw offers from blatantly lost positions by lame 2200 players that can't accept they are lost! Check the following, and after my 30th move, he offers a draw - only a lame, obnoxious, good for nothing human being would offer a draw in Black's position at that point! Of course I won't accept, sit and wait, and after 20 seconds, he moves, I move, and he resigns!
