You were winning. This person offered a draw because of bad sportsmanship. If you didn't know you were winning, you "might've accepted." There are multiple threads about these annoying people.

yes. i recall reading somewhere is estimated worth is about 2 billion as of a few years ago.  some investments in energy were quite fortunate for him!

In USSR you could not earn money, but Karpov requested to receive stamps for his world-class chess efforts. As chess being the nation's pride they agreed. After 1989 those were worth a lot ;)

I also played with world champion WC GMJhimpu, he was loosing and asked me to resign to save his image. I called Magnus Carlsen and asked " Should I defeat the person who snatched your world championship title from vishy?" Magnus replied...... story is too long i can't tell here.

Well, GM Gareev offered me a draw and I accepted it. And he's not a fake GM if anyone doesn't know this. 

I have never seen or heard of such a crazy GM. Is GM his nick or title?

GM or not only accept the draw if you're losing or it's a drawn position.
