What would you guess the Elo-rating of Chess Titans on level 10 is? Do anybody know?

No idea, but having played it once, and won, I'd guess at: not very high. It's strong tactically, but strategically it's probably about 1700-1800 Elo I'd say, as a guess. For a modern computer program, that's not good at all. And it's also hard to give a rating in human terms since computers (especially bad programs like that) approach the game differently.
You're exactly right, if the computer has no legal moves, but ISN'T in check, it's called stalemate and ruled a draw.
