My opponent hasn't developed much pieces. How do I turn that into an advantage?

Say, in a hypothetical, I have most of my pieces off the back rank while my opponent spent seven moves moving his knight around. How would I make use of that?

You plan an attack after you develop. But moving your pieces from backrank doesnt always mean you developed them. anyway.
