How frequent is 100% accuracy rating for most players? I was beaten by a 1300 player today who scored 100% accuracy in a game against me. Is this a matter of complete luck, or skill, or engine? thx in advance.

That is not that unusual.
yes 99.6 or 100 rounded. I hadn't seen that before at my low rating level. Glad its not unusual.
At 1300 is quite unusual I would say, as even at my level (some 300 points higher), it is not that common. In my best games I do some 95-97, and I have many wins with much less.
its only 18 moves anyone can get a near 100% in accuracy at those games
