Rating goes up and down a ton by natural fluctuations. Besides, rating gains aren't linear. Rating is tougher to gain the higher you get. I'm sure GMs like GM Magnus Carlsen have worked on chess more than all of us here, yet he has been "stuck" at 2800 rating range in OTB chess for literally a decade now. Conversely, I know lots of beginner chess players who have made amazing gains to reach new ratings a few hundred points higher after just a few weeks or months.

Clearly, there is more to rating than just a steady and upwards gain.
