You are correct, except for one thing.  If in 50 moves no captures are made and no pawns moved, one can CLAIM a draw.  The opponent has no say in the matter.

In chess.com, in order to get a draw by the 50 move rule, you have to wait out the 50 moves and then hit the "Claim Draw" button.
