there are tournaments that advertise not rated. some may be for kids, but there are others. Not an organizer, so not sure why they do that. look in future events and you can see them.
A few statistics from the USCF database

At the USCF website, in the Member's Section, the "Golden Database" is available for download. This database contains the member name, USCF ID, member expiration date, member state, and rating of all current (and non current) members.
Not that anyone cares, but here are a few statistics from that database:
- Total records in database: 835,861
- Number of these records with established (regular) ratings: 258,165 (30.89%)
- Number of these records with provisional ratings: 319,106 (38.189%)
- Number of these records with no established or provisional rating: 258,590 (30.94%)
- Number of active memberships (expiration date is 7/31/2014 or later): 79,701
- Number of Life Members, with expiration dates of 12/31/2099: 11,928 (14.97% of active members. This is more than I would have guessed.)
- Number of active memberships that will expire by 7/31/2015: 57,140 (71.69%) This inititally seems like a lot, but most members only renew for a year at a time.
- Number of memberships that expired within the past 12 months, from 6/30/2013 thru 6/30/2014: 34,920
- Number of memberships that expired within the past 24 months, from 6/30/2012 thru 6/30/2014: 63,010
- Number of memberships that expired within the past 36 months, from 6/30/2011 thru 6/30/2014: 87,643
- Number of active members with an established rating: 40,616 (50.96%)
- Number of active members with a provisional rating: 25,362 (31.82%)
Using Excel, a lot more data and stats can be extracted and determined than this. This is just the tip of the iceberg.

Yes, I can do that. I don't have a copy of the current database... but if you refresh my memory, I can download it. (As I type this, I forgot where it is.)

According to my own comments, the rating list can be found in the "Member's Section." I'm logged in... but so far I don't see a "Member's Section."

Well, I downloaded the latest USCF Member's Rating List.
It contains a total of 1,174,109 records in the database.
This is more records than my version of Excel can support, for one sheet! (So I had to paste a portion of the data into a second worksheet.)
Of those 1,174,109 records, only 821,502 of these players have a rating.
485,495 of those ratings were listed as Provisional Ratings.
Number of records with a rating (provisional or not) greater than or equal to
1000 = 262,917
1200 = 179,187
1400 = 113,901
1600 = 65,935
1800 = 33,596
2000 = 14,534
2200 = 5,445
2400 = 1,648
2600 = 382
2800 = 27
2850 = 7
2914 = 1
(I think we all know who the one person with a rating of 2914 is.)
The number of ACTIVE members, those with a membership that has not expired, is 114,961. (This will change in three days... with all of those with a membership that expires on 9/30/2024 who don't renew.)
The number of Life Members, those with a membership date that has an expiration date of 2099 or greater, is 12,391.
The average rating, for all 821,502 members with a rating, is 793.7
The median rating, for all 821,502 members with a rating, is 720.0
The standard deviation, for all 821,502 members with a rating, is 508.8. (Arrived at using Excel's STDEV.S function.
Note that of these 821,502 records with a rating, the name is listed as "Inactive ID" for 6,922 of them.
The database does seem to be complete. For example, I see my kid brother in there, who only competed in one tournament about 30 years ago or so. I see several of my friends listed, who also are now inactive.
Fun stuff.
You also would have to consider that some people sign up only to play correspondence chess and have neither the time nor interest in playing in OTB tournaments. In those cases, you'd still have an active individual with no established regular rating.
