I noticed that often a tournament begins with 24 people, and ends with 12 - 8 players, because those who had a chance to win, when they lose 1-2 games withdraw.
In my opinion, and maybe I'm wrong, it is not fair toward those who play up to the end, no matter the result.
I'm proposing that the rating, of those who withdraw after 2 rounds, should be penalized of 50-100 points, because some gain points, and then withdraw, but the player, who played up to the end, and lost rating points for someone who didn't even finish to compete, shouldn't be punished by such unsportman behavior.
