No. The closest you can get is a News item but that won't go to anyone that has alerts on News off.

thanks, its a bit annoying having to message them individually to try to chivy them up to join matches

I know when I join teams I always get annoying updates on every little thing by the admin of the group.
I don't understand how you can't have these magical annoying powers too.
