When he came back for a bit Kamsky wasn't a pro and had 2700+
The World Amateur Chess Championship has a 2000 FIDE rating cutoff point to enter, so I guess 1999 is the answer :P

Why would it have a cutoff if the highest rated amateur was under 2000... think about it 
Anyway the highest rated amateur was probably Kasparov after he retired. (You stay on FIDE's rating list for a while after you quit).

Kaspatov was, and probably still is, making a buck or two from chess. Read that he charges $5,000 a board in a simul !!
