I believe it could be theoretically possible, although for obvious reasons it would require the other player to completely cooperate with you and basically throw the game. But even then, the process to pull this off would have to be unbelievably precise, and the "top" pawn would become a promoted piece, so whether or not it counts is up for debate.

Update: It can be done!
(Side note: watching Stockfish try to figure out what in the world I was doing as I played the moves helped to make this a whole lot less frustrating to figure out...anyway, I need to get a life.)
