Are strategists that rare?

I've been playing online chess within the range of 1200-1800 for years! That said, most players i've come across spot tactics very quickly, but they usually play mechanically!

Even in online master games, positional thinking is not well-developed i think...

 

Do i witness the end of philosophy in the modern world or something?

I don't understand what "philosophy" has to do, with a game which is mainly brute force. Because computers win, and see checkmates of 20 more moves in seconds, because they can look for many more moves than before. Now, with the Nalimov tablebases we know instantly the truth/result about endgames up to 5-6 pieces.

Maybe the question you should ask yourself is: why chessplayers believed strategy exist, when computers can win 99% of chess players with just a brute force algorythm.

Positional/ startegic chess is played at IM level and up only. Developing that skill including intuition takes many years. And young and not so old players love tactical attacking games. Among present GMs; Carlsen and Kramnik are the best strategic players. Karpov, Smyslov, Petrosian and Capablanca's best games are model games.

You people don't know what you are talking about. Positional chess can be learned at any stage.

Yes. You could just as well say tactical chess is only played at IM level and above, after all, any IM would wipe a class player off the board tactically.

People who do a rounded study of chess will be exposed to all of its elements at least a little bit. They may not be great positional players at the class level, but they are playing it a little bit.

If you look down at the board, and do not see a tactic, but see where you could move your worst placed piece to reposition it better...than congrats on making a positional move.

If a player rated between 1400-1800 don't know about long diagonals, importance of open columns etc, then he shouldn't be rated that high. Strategy and tactics go hand  in hand.
