There is a simple solution for chess.com to eliminate it.
The time control should be ungraded so that when the opponent has more than 9 minutes remaining, a move must be made within 30% of the total time left, otherwise it counts as a strike. Once three strikes have been accumulated the opponent's game is forfeited.
Here's the important bit, every time a game is forfeit, the 30% grace period is increased by another 10%.
If the staller reforms their behaviour then the grace period can work its way back to 30% by 10% increments, after 10 successive games without further breaches of the time control.
Let's put an end to this annoying habit which is ruining chess.com, by flooding this thread to get this feature implemented.
Perhaps do it the easy way and contact admins with your idea.

So if you have 10 minutes on the clock, you have to make a move before your time goes below 3 minutes or you get punished? That's neither simple nor effective.
People who stall instead of resigning are annoying but there simply isn't an easy fix that would never wrongfully punish someone who is legitimately using their time.
Especially when they lose a Queen with 9 minutes left in 10 minute Blitz and tell you to enjoy your 9 minutes on the clock. If you try to report it to Chess.com they said to just Block that person. So annoying! think they should be able to go back and read the chat and kick them out of the site.

Your opponent can use their clock however they want. Just as you can use your clock however you want.
Even at the professional level, it's not uncommon for a player to take 20 minutes or longer on a single move.

If there is 10 minutes on the clock, then a move has to be made with 3 minutes, so 7 minutes would be left on the clock.
The numbers aren't too important here, the idea here is to terminate a stalling game within a reasonable amount of time, detect a stalling game and progressively reduce the grace period in the future for those that make a habit of it.
A "maximum time per move" option is logical, but not reasonable. Sometimes, at crucial parts of the game, long-thinks are required.
If you're playing a long-timer game—you're acknowledging that you're okay with your opponent potentially using their entire clock to play the game.
If you're not okay with that, don't play long games. Play blitz or bullet instead.
