Did chess,com reduce the rating of everyone  by 200 points or do I only get matched against sanbagers or account sharers. I startet at 1300 and even lost in the begining even more.In lichess my average is 1900 so i should a least be rated 1700

Your account is still very new, meaning your K-Factor is still very high.
(K Factor = How strong your rating drops or rises after the game).

Once you play more games, your rating will eventually stabilize and you will get consistently opponents equal to your strength.

My gripe is that many of those i played in the beginning dif play like at least 300 points stronger than their rating

Oh yeah well consider this people often have lower blitz ratings than their rapid ratings

For example my blitz rating is around what you described but our rapids are exactly the same

How can you define that with a 3-day practical experience?

Players at the advanced levels that worked hard for years (before the rise in chess in 2020) seem worse at chess. Additionally the players below that seem much better than their rating supposedly says. The boom in chess brought many new players. The advanced are struggling to stay at the top due to how quickly people are learning and how much crazy competition there is with so many people rapidly improving at covid times. And below them is the amateurs struggling against each other because they all gain so much knowledge and to climb at these levels is hard because they are all blooming in a difficult era of chess. Thus their ratings are remaining low as they are struggling each other to break through. Therefore their ratings may seem underestimating to their strength levels. The opposite applying for the seasoned advanced players.

I know this because when I was 1200 1300 even 1400 it was truly a struggle against ppl my level. They played at much higher level than they supposedly should have been. I got the occasional... fair play notification but it wasn't consistent. Nowadays yes it's a struggle in 1600 rapid as obviously yes people more knowledgeable here but they play moves or strategies that I feel like when I play them sometimes they are the ones who belong at that 1300 level. The perception of ratings and strength can be warped sometimes and made opposite because of this.

In fact people higher than me even at the 2000 level making elementary blunders like e.g a 2080 rapid swapped their second attacker from a rook to a queen once and lost a full rook that way (all rooks stacked in one file but they mistakenly intercepted their rooks with the queen causing a totally different dynamic to appear, I used my queen rather in outside defense). Could it have been a misclick? Maybe but I doubt it. But for many people at or above my rating to do stuff like that surely can't be a misclick every time.

This kind of metric really doesn't exist OTB so much at least not in my experience usually the strength scaling OTB is much more reflective of skill.
